The proposed change of status of Pakistan Occupied Gilgit Baltistan and the wider implications for the region and internationally .


I would like to thank Baroness Emma Nicholson for providing me with the opportunity to elaborate on the De-facto annexation of Gilgit Baltistan done by the government of Pakistan on 29 August 2009,via Gilgit-Baltistan Empowerment and Self Governance Order 2009’ which replaced the earlier ‘Northern Areas’ Legal Framework Order 1994’.


It is not the first time that the government of Pakistan has imposed unilaterally self governance order 2009 ,and withdrawn from its international, bilateral ,regional and national obligations which she made in united nations security council (UNSC) and bilateral treaties between India-Pakistan and her own constitution of 1973.


There is only one article 257 of constitution of 1973 Islamic Republic of Pakistan`s related to Jammu Kashmir.

Article 257 relating to the State of Jammu Kashmir provides as follows:


“When the people of the State of Jammu and Kashmir decide to accede to Pakistan, the relationship between Pakistan and that State shall be determined in accordance with the wishes of the people of that State.”


The result of ceasefire between India and Pakistan on 1st January 1949 .The 29' 814 square miles area of Gilgit Baltistan came under control of Pakistan.


In October 1962 there was a war between India and China. The peoples Republic of China occupied the area of 8' 616 square miles in the North Eastern parts of Ladakh, and area of 5'55 square miles South Eastern area of Dam Choke in Ladakh which are the integral parts of state of Jammu Kashmir.


On 3rd March 1963 Sino- Pakistan Frontier Agreement,The Trans - Karakoram Tract is an area of nearly 2' 239 square miles that was transferred by a border agreement from the (Ch.M.Aslam) Pakistani administered Northern Areas to Peoples republic of China in 1963 with the proviso (section-6) that the settlement was subject to the final solution of the state of Jammu Kashmir dispute.


On 29 August 2009,Via ‘Gilgit-Baltistan Empowerment and Self Governance Order 2009 ,the government of Pakistan unilaterally annexed Pakistan occupied Gilgit Baltistan (POGB) as its de-facto fifth province. Pakistan has withdrawn from her international and regional, obligations which she made to comply with the free will of the people of the Pakistan occupied (POK) areas and for the regional peace and security.


Gilgit-Baltistan Empowerment and Self Governance Order 2009 only proved by the federal cabinet of government of Pakistan and announced by the by the Prime minister and signed by the president of Pakistan as a final authority.

Proposed de-facto Pakistani fifth province of Pakistan occupied Gilgit Baltistan has no constitutional cover from its own constitution of 1973 and neither does it comply with article 257.

GB legislative assembly and council have 55 subjects for making laws out of 61.



The territory of (POGB) shall be proposed under Article 2(f) described territory of Pakistan which is still not approved by Pakistani Parliament (Assembly and Senate) with two third majority.

The rest of the articles are imposed on POGB are part of 1973 constitution of Pakistan and POGB is historically a part of Jammu Kashmir .

These are the other articles of 1973 from constitution of Pakistan which do not apply to POGB.

Mr Qumar Zaman Kaira a Punjabi MNA and KANA minister turned into an ad hoc Governor of POGB with all authority and administrative powers and recent appointment of a new Governor of Gilgit Baltistan ( POGB), Dr,Shama Khalid ,both do not comply with the Jammu Kashmir state subject definition of 20th April 1927.


According to the self governance order 2009 Legislative assembly have directly elected 24 members, besides six women and three technocrats seats.


Under this so-called Self Governance Order 2009 a drama was staged in the name of the Legislative Assembly election to misguide the international community, whereas the indigenous political groups and state subject holders are banned freely to move and participate in these elections.


All of Pakistani political parties show their strength to the local population with the help of Pakistani military and civilian administration and defeated them with their colonial attitude.

The only political alliance of Indigenous local people is Gilgit Baltistan Democratic Alliance (GBDA) who were ousted from the election by force,registered forge cases against its leadership,deported them and put them behind the bars. Every ruling party in Islamabad is always the winner in POGB, because of its control on all administrative and financial sources from Islamabad Pakistan. The inter services intelligence ( ISI) and other secret military agencies have a final authority on all state affairs, and their authority is above the law in the name of national security.


To understand the massive rigging in the election ,Opposition leader Chaudhry Nisar Ali Khan while speaking on a point of order said PPP had won but Pakistan and democracy had been defeated in Gilgit-Baltistan polls. Government indulged in massive rigging in the elections, Government made a mockery of charter of democracy and people of Gilgit and Baltistan, he added. Baitul Mal was misused mercilessly during the polls,he charged. Opposition has staged token walk out from National Assembly.

A- Pre-poll rigging, issued a 10 point pre-poll rigging evidence.

B- Poll day rigging,issued a 23 point poll day rigging evidence.

C- 23 observations of The Free and Fair Election Network (FAFEN). Exposed the credibility of a free and fair election in 2009.


The areas of POGB are full of wealth and natural resources and Pakistani military and civil authorities don't want to empower local people because of its rich resources.

As an example Pakistan is one of the fourth largest gemstone exporters in the world, apart from Swat valley the remaining areas of gemstone mining are all in the POGB & POK.


Pakistan is building a Diameer Basha Dam to cover her electricity shortfall in POGB even local people are opposing it and it has capacity to generate electricity approximately 4,500 MW.


According to the Newspaper The Nation 22th October 1991,The Pakistani federal minister of water and power Jam Yousaf stated on the floor of the Pakistan national assembly that, apart from Basha Dam Government of Pakistan will going to build 15 new Dams in the State of Jammu Kashmir, 9 of them are in the Pakistan Occupied Gilgit Baltistan:


1-Bonji Dam ,

2-Rakhoot Dam,

3-yolorelbo Dam,

4-Sakrdoo Dam,

5-Yogo Dam,

6-Tungas Dam,

7-Kanch Dam,

8-Sherquila Dam,

9-Satpara Dam,


Six of the Dams are in the Azad Kashmir (Pakistan Occupied Kashmir -POK).


The UNCIP unanimously adopted this Resolution on 13-August-1948.
Resolves to submit simultaneously to the Governments of India and Pakistan.
Members of the Commission: Argentina. Belgium, Columbia, Czechoslovakia and U.S.A.

Part III of the above mentioned resolution.

The Government of India and the Government of Pakistan reaffirm their wish that the future status of the State of Jammu Kashmir shall be determined in accordance with the will of the people and to that end, upon acceptance of the Truce Agreement both Governments agree to enter into consultations with the Commission to determine fair and equitable conditions whereby such free expression will be assured.

On the basis of historical, legal and constitutional facts we out-rightly reject Pakistani constitutional and colonial aggression on Gilgit-Baltistan in the name of Empowerment and Self-governance Order, 2009.


We demand to the Government of Pakistan to fulfil its obligations towards its occupied areas of POGB and POK. Which she signed in UNCIP resolutions and bilateral treaties with India.


We demand that Pakistan must stop creating a new de-facto fifth Pakistani province of GB because this creation of a new province is an act of occupation of the part of Jammu Kashmir which Pakistan controls since 1947.

This creation of new province is against the wishes and free will of masses and is against all political norms, moral values and legal obligations.

Pakistan's act is contradictory for the Kashmiries and International community. Pakistan fails to perform its trust obligations towards the people of its occupied areas.

We believe that historically Gigit-Baltistan is an integral part of the state of Jammu Kashmir.

We demand from Pakistan to withdraw her armed forces and civil servants from parts of Jammu Kashmir under her occupation (POGB-POK ).

We urge the international community to stop Pakistan exploiting our natural resources and stop building of new dams in the areas of Kashmir because of its disputed nature.

We also demand the return of our million's of dollars foreign exchange collected by Pakistan and handing over by the control of Mangla Dam to the government of Pakistani Occupied Kashmir.

The people of Jammu Kashmir will not accept any forced geographical division of their motherland Jammu Kashmir.


Both India and Pakistan are nuclear states and they have fought wars (including proxy war) against each other in the past. They have spent millions of dollars on military purposes which effects the daily life of common people, those that are living below the poverty line and are millions in number. It's good for the both countries to solve their conflicts through peaceful means, and deliver basic needs of life to their own people rather than spending huge money for military purposes.
Only a Secular, Unified and Independent Kashmir is the way forward for the regional development, security and peace in South East Asia and world at large.

IC JK NAP leaders have condemned the state brutalities in Mirpur and Rawalakot city (POK)

International Council Jammu Kashmir National Awami party ( IC JK NAP) leaders have condemned the state brutalities in Mirpur and Rawalakot city. Local people have been demanding electricity shortage and protested against WAPDA authorities. It is highly condemnable act that Pakistani state has been looting POK resources since its occupation but when our people have demanded nothing but only no load shedding and they met police brutality. It is only place where under Pakistani occupation where little demands of even electricity has been considered sin. We have seen people have been doing the same thing all over Pakistani cities but they have no problems at they can go violent but our peaceful citizen have been brutalized by state police to please Pakistani state authorities. Kashmiris under Pakistani occupation have lost every thing even right of protest against injustices too.

IC JK NAP demanding that POK Govt immediately take over the Mangla dam and declares it state property without wasting any time. Mangla was constructed in our ancestral graves, old Mirpur city was completely drown in to dam water, neither people have been compensated yet after 42 years nor provided any electricity to our POK cities and towns from this dam. POK Govt must announce immediately Mangla dam as its state property and providing electricity to POK region extra electricity can sell to Punjab Govt on market rates. As we all know that Maharaja Hari Singh used to get money from Punjab Govt from rivers and other natural resources and British Govt used to pay for water. POK Govt must immediately take one more step, Make Pakistani Givt to pay its previous balances from Mangla dam since 42 years in full amount according to its own market rates which WAPDA(Water and Power Development Authority Pakistan)
has been charging from our people. Mangla dam is our state property no matter what Pakistani state says. We need our money after construction expenses of the dam, other remaining balance must be immediately paid. If POK Govt is unable to demand all this then immediately step down. As long as we do not have our representative Govt in POK we must demand that first we need our real Govt which can be elected by local people not Islamabad. Islamabad has has been imposed over us a colonial administration and people do not accept it because this POK Govt has been badly failed to even protect our peaceful citizen. Pakistani state secret agencies do not even trust our police and local authorities at all that is why in Mirpur they called in Punjab constabulary. What happened in Rawalakot city is only an act of pleasing Pakistani authorities. We demand that all those involved in brutalities must be immediately suspended and investigation must hold by local High court judge. We demand POK Govt must take up necessary steps to resolve this electricity issue with local people.

According to the instructions of President of JKNAP Liquat Hayyat issues related to IC JKNAP Belgium.The Coordinator IC JKNAP Javed Inayat and Spokesperson Nadeem Aslam constituted a four members committee which is responsible to build a credible party setup in Belgium through a democratic process which is able to dealt with the challenges facing by the party in Belgium.Through this we are able to organise a strong reaction against the POGB package and an appointment of a Punjabi Governor in POGB.

JKNAP call a strike over Pakistani Governance order 2009 for Gilgit Baltistan in POK.

Jammu Kashmir National Awami Party (JKNAP) president Liquat Hayyat call a strike over the so called Pakistani Governance Order 2009 for POGB ,on Tuesday 2nd November 2009 in POK with other like minded groups working for an Independent Jammu Kashmir.

Historically Gilgit Baltistan are the integral part of the state of Jammu Kashmir and Govt. of Pakistan unilaterally withdrawn from the UN resolutions on Kashmir and bilateral agreements with India on the Kashmir chapter.
Making Gilgit Baltitan a new Pakistani province through a government order is an act of colonial aggregation towards the integrity of the state of Jammu Kashmir.Which is historically unconstitutional according to

The Article 257
257. Provision relating to the State of Jammu and Kashmir
When the people of the State of Jammu and Kashmir decide to accede to Pakistan, the relationship between Pakistan and that State shall be determined in accordance with the wishes of the people of that State
Constitution of Pakistan,1973.

Against the UN resolutions 13 August 1948 and 5th January 1949 and other resolutions including the bilateral Shimla agreement and other international commitments made by the Pakistani state on the international forums and within human rights treaties.
It is a completely against the wishes and aspirations of the people of the GB and the other parts of the Kashmir.

28th April 1949 Karachi Pact was an example of a Pakistani state policy towards the people of the entire state of Jammu Kashmir.

JK NAP completely reject Pakistani Governance Order 2009 and ask to the people of POGB and the other Kashmiries to oppose this Pakistani occupational order and record their protest in POK tomorrow,and on the next phase the all over the world in front of Pakistani missions.

A POLICY STATEMENT OF IC JKNAP

Dear ,

Your statement below is exactly what Indian state official policy has on Kashmir since 1947. It is Indian case against Pakistani occupation and it is true India is right against Pakistani state aggression. Pakistani state has been made case against Indian state that Indian occupation is illegal because Kashmir as a Muslim majority state should be with Pakistan etc. We Kashmiris have case against both countries that both have been occupied our homeland illegally, none of the countries have any endorsement from any major section of our society nor any legal authority has been set up to ask Kashmiris who is legal and who is not legal occupier. JK LF used to have this position during 90s that Pakistani state has been our supporter and her position on Kashmir is legal and Indian position is not legal and Kashmiris must wage a war against Indian occupation. It is not Kashmir is who have given any legality to any country so far, nor there is even any political party which has been endorsing this Indian and Pakistani state official position on Kashmir, not even pro-Indian and pro- Pakistani parties, they all concede the disputed position of Kashmir both side of LOC. Until now so far only Indian state and UK PNP has taken this position on Kashmir.

Maharaja Kashmir can not be made an example because he was forced to that but even, if he did it intentionally our position is that we JK NAP people refuse to accept it. Indian position is against Pakistan and Pakistani stand is against Indian state, none of the countries ever denied Kashmiris right of self determination, not even in UN and both countries leadership made promises to Kashmiri people that they will return their sovereignty as soon as peaceful situation will be restored in Kashmir but we have seen all promises have been broken until now after 62 years have passed, do we should accept their legal position after 6 decades deceiving and deception policy against Kashmiri people and crimes both countries have committed against our fellow Kashmiri citizens both side of LOC. If India and Pakistan had done things in months that could have been acceptable in 1947, but now advocating that whose occupation is legal whose is illegal is irrelevant issue for majority of Kashmiris both side of LOC.

You asked that who has created Kashmir dispute first, you seems like buying official version of Kashmir dispute. Indian and Pakistani ruling classes are responsible creating Kashmir dispute because their master British had planned that way, so they had no courage to deviate from this British official policy. Both Indian national Congress and Muslim league are the creation of British Govt and supported by British Govt and none had done any thing so far against their colonial master. Kashmir dispute was created by British and their stooges in the region, Indian and Pakistani rulers. Both countries had done what ever they been told and both clearly took their masters directions and followed then until now. Let me clear it that Pakistani state has no power at all to even sustain with Kashmir issue even one year and Nehru had helped them taking Kashmir dispute in to UN and he was directed by world powers that time and supported by them. I think it should be clear my Party position now and I am not going to discuss it any more with you because this version should go against Pakistani state not against Kashmiris and Kashmiris have not been been accepted this Indian version that is why Indian state have been slaughtered one hundred thousand Kashmiris in her occupied areas. If Indian and Pakistani state have failed to resolve this dispute among themselves how those who have no power at and just their supporters can do that, I am not sure if it could be possible. You said that UK PNP is doing well to get POK rights back and proof is that you had demos in front of EP and some of your leaders had made speeches in EP, it is once again reminded me Amanullah Khan,s claims in early 90s, when asked that why are you letting yourself and your party used by ISI and Pakistani state, he used to tell that it is he who is using ISI and Pakistani state for the sake of Kashmiris rights, you know why that time money was pouring in all over JK LF and only enemy that time visible was India and we all have seen Jihadi slogans in POK walls but nothing happened since then, only Kshmiris lost one hundred thousand fellow brothers and sisters. Do we believe that all these Kashmiris were militants no, not at all, let say 5,000 or even 10 to 20 thousand can be militants but not one lakh or even let say Indian state official estimate is 70 to 80 thousand people they have killed so far, how many of them are innocents 98% of them are innocents Kashmiris. We kashmiris refuse to accept all Indian and Pakistani versions of solutions because none of the countries have kept any promise, so Kashmiris are not bound to accept any thing from our occupiers. JK NAP leaders are being punished opposing Jihadi camps in POK.

Pakistani state secret agencies have been in process to set up new Jihadi camps in POK, especially in Muzaffrabad area. JK NAP and JK NSF has been opposing this Jihadi activities and JK NSF had set up a camp against Jihad camps in Muzaffrabad two weeks ago and JK NAP is in its stiff opposition to bring Jihadis from Swat and else where in the region. JK NAP leadership has become a victim of this opposition. Since Swat operation has begun against Taliban Jihadis most of Jihadis including Taliban have been relocated in Azad Kashmir area, most of them have been brought in near Muzaffrabad city. Pakistani intelligence agencies are helping Jihadi groups resettling in POK and would like to use them against left groups in this region. India and Pakistan would love silence those groups which are opposing their version of Kashmir solution. It very unfortunate that Pakistani ISO is still not ready to give up poxy politics in Kashmir region. It is highly alarming situation in POK areas that why these defeated Jihadis have brought in this region only for two reasons , first, if India is not ready to accept Pakistani version of Kashmir solution Pakistani state would use Jihadis from this area to pressurize Indian Govt again but it would be counter productive again, because proxy groups in Kashmir valley has been badly defeated by Indian army and they have very reactionary agenda in Kashmir politics and they are doom to fail. Pakistani state must stop this state sponsored Jihadi agenda. Second, these Jihadis would be an instrumental to suppress local progressive left groups like JK NAP, if Pakistani secret agencies need them. India and Pakistan have been completely failed to come up with durable solution to Kashmir dispute and now after 62 years local left groups have got more influence over this issue and exposed their hypocrisy. It is JK NAP which has gained more ground against right wing Jihad politics in Kashmir. Indian and Pakistani states have silence agreement that any pro peoples group,s activities must be suppressed both side of LOC. JK NAP has exposed local pro Pakistan Kashmiri leadership, its collaboration with Pakistani state and implementing anti people policies in this region. Instead of paying attention to Jihadi issue in Azad Kashmir local Govt has taken very dangerous turn against JK NAP leadership, it would be suicidal attempt for local Govt suppressing JKNAP dissent. JK NAP and JK NSF has street power to mobilize larger crowd, most of our comrades have been very peaceful but state police has started intimidating and trying suppress peaceful demonstrations all over Azad Kashmir cities and towns. Yesterday JK NAP and JK NSF held demonstrations all over POCK but there are some reports police has tried to stop agitations in some cities. It is highly condemnable acts of local administration, secret agencies are trying to turn peaceful demos violent to create more space to severe crackdown on JK NAP activists. JFK NAP and JK NSF has announced that until JK NAP president and other leaders have not been released demos will continue. Yesterday police has arrested three more JK NAP,S comrades from Khaigala city and FIR has been lodged against 100 comrades only in district Rawalakot. It is highly hostile conditions for our comrades but we have seen even more suppressive and violent moves against JKNAP and JK NSF in the past. JK NAP will keep opposing this Jihadi project, anti peoples policies, deceiving and deception policies against our poor working people. We will keep opposing Indian and Pakistani state policies against Kashmiri people, we will never accept any solution impose upon Kashmir people by Both states, no matter how much our comrades will be victimized in the process. JK NAP will keep opposing Indian and Pakistani states war policies in the region and domination over each other and turning Kashmir a battlefield since last 6 decades. JK NAP will keep opposing warmongers in both sides of Wahaga border and will be keep supporting working class struggle against Indian and Pakistani ruling classes. All parties Gilgit Baltistan national conference held in NY USA

Sonny Wattan Gilgit Batistan held first Gilgit Baltistan National conference in New york with the cooperation of Jammu Kashmir National Awami party (JK NAP). Conference was attended by the representatives of Pakistani political parties, social organizations, human rights activists, charity organization and leaders and members of Kashmiri nationalist parties. Among them senior politician and prominent Nationalist leader of JKLF Raja Muzaffar, Raja tariq JK NLF, Javed Inayat JK NAP, Malika Baltistani, Muhammad Nasim Astori, president of Sonny Wattan Gilgit Baltistan and organizer of this conference, Imtiaz Hussain, Akbar Khan, Mumun Shah,Javed Iqbal, Zahra Shah, and Rooma also moderators of the conference, Mrs Nisar, Ferkhanda and many more. Media people, intellectuals from north America also participated. Pakistani political parties were represented by Agha Afzal Khan, Sardar Nassrullah, PML F, Shahid Hayyat, Dr. Maqsood Jaffri, prominent intellectual, writer , poet, retired professor Garden college Rawalpindi, former secretary POK PM also spoke at the conference. Among Media persons, Geo TV, ARY, AAJTAK TV, BBC reporter and local news papers reporters also took part in this conference. Although, conference was limited to the only members of Media persons, representatives of political parties, intellectuals and a few community members but former Republican deputy mayor from New jersey state and democratic candidate for comptroller of new york state Soil Ejaz also spoke to the audience and promise to help restoring basic democratic rights of this unfortunate region of former northern province of state of Jammu kashmir. Malika Baltistani: She lashed out at the Pakistani state authorities and detailed Pakistan,s ill treatment of the region, depriving people of Gilgit Baltistan their basic human rights, right of self determination, most importantly looting,pillaging their resources, imposing unwanted bureaucrats from NWFP and Punjab province and treating locals as an occupied area. Malika Baltistani spoke so eloquently, expressed herself so diligently and even surprised lot of audience, presenting the case of Gilgit Baltistan. Mostly Pakistani representatives of political parties and media people got so up set, when they learned how Pakistani state has been treating this region. Malika said that this the region of Gilgit Baltistan which has been keeping Pak China friendship since 6 decades but what people of this have got in return of all these sacrifices since so long. It is the region which is providing the route towards central Asia and also it is a gate way to the world and people of this region do know the importance of their area and kept quiet since so long. She said that this region has been exporting so many minerals, precious stone but none of the persons is from this region, it is clearly looting and misusing of our natural resources. Gilgit Baltistan has been provided trade route to Pakistan and now it has more importance after Gawadar port has been built. Malika said that we have lost 17 hundred soldiers during India Pakistan Kargil war but have not yet even received our children,s dead bodies, they belong to NLI. Malika also criticized POK leadership, who has not been supportive of our basic democratic rights, so how can we live with them who have deprived us from our rights and sided with exploiters. She out rightly rejected POK type Govt for the region and said that it would not work out for the Gilgit Baltistan and suggested that Independent Gilgit Baltistan state would be a viable solution to the problems of this region. She said that Punjab has been made greener with our water but we are still deprived of basic human necessities, dams have been started building in the region to displace our people from sakardu and many places in Gilgit area. She said that there is no education system for our children, minister of Kashmir affairs visited only once for 4 hours during 18 months period and did not like meet our shool children in Sakardu. She said that she is a rebellious woman and go in to every street to wake up her people to stand for their rights. Raja Muzaffar: Raja Muzaffar senior politician from POK and prominent Nationalist leader of JK LF came up with clear stand of his party and said that it is very important to look at the Gilgit Baltistan region with its historical perspectives and we should not deny its historical relationship with the state of Jammu Kashmir. Raja Muzaffar said that Gilgit Baltistan problem has three aspects, legal, political and administrative. Administrative issues must be solved immediately as per with the wishes of local people and given them right to run their own affairs locally, we completely support all efforts and steps taken in this regard. There is a legal position of this region and no one can deny it, nor can not be brush aside through administrative changes. Legally this region is an integral part of Jammu Kashmir state, this region has long history sharing with Kashmir state since centuries and we the people of Jammu Kashmir would love to maintain this historical relationship with the people of this region again but it would be up to the people of this region to decide what they have aspirations, we would not decide for them nor impose our wishes on them, they are the one who have the final say not POK parties and people. Raja muzaffar said that he him self was expelled from Gilgit Baltistan so many times during his political visits to this region and never allowed to meet his people in the region, therefore, pro independence political parties of POK have never been forgotten this deprive region of our divided state. Raja Muzaffar said that we have been forced not to make any interaction with the people of this region. Raja Muzaffar also made it clear that in POK we have a dummy Govt, just to show off the world, in reality there is little administrative difference between the two regions. Azad Kashmir, in fact is not Azad ( not free) and no body can deny this fact. Raja Muzzaffar said that our struggle will continue until all regions of Kashmir get their right of self determination. Dr. Masood Jaffri: Dr. Maqsood Jaffri an intellectual, poet, writer of many books including on Kashmir and former secretary of POK PM said that when he was secretary of POK PM he had an experience with ministry of Kashmir affairs, when he was deputed by PM to go Gilgit Baltistan to help disaster affected people of this region but ministry of Kashmir affairs did not allow him to go there. He also said that neither politicians from POK nor beau crates have ever been allowed to visit the region. He said that it is very unfortunate that people of this region have been represented by none and they should have been living in better conditions. Imtiaz Hussain: He said that it is still not known that who we are what are our rights. Our identification is unknown, our nationality is still not decided after 62 long years. He said that if there would be unrest in near future, it would be the direct out come of these policies of Pakistani state and treatment meted out to the people of this region. Siraj Bhat: He himself from Gilgit region and have been experiencing since long time and trying to understand that what we have done wrong to the country, which has been depriving us our basic human rights. He said that it is too late now and our patience has been getting out of hand, our peaceful struggle has not been recognized yet nor our rights have been accepted yet which is forcing us to rethink that how we can get our rights, therefore, peaceful means have not been working for us. Javed Inay:IC JKNAP Coordinator International council Jammu kashmir National Awami party IC (JK NAP) said that his party also likes to maintain historical links and historical relationships with the people of this region but therefore, we do support every right of this region including their right of self determination and right of separate homeland from Kashmir but this decision must be made by the people of the region, neither our party accepts any solution imposed by our occupiers nor likes to impose any like minded solution on the people of this region, even we do accept them part of our body. People of Gilgit baltistan have been deprived right of vote, right of assembly,right of expression and the region is lacking genuine system of Judiciary, parliament, necessary political institutions, every thing must be restored as soon as possible. JK NAP will always stand with the people of this region whenever they our support. He said that Karachi pact should be immediately nullify, it has been depriving basic rights of the region, it is unjust, unreasonable and unacceptable to the region. Javed Inayat said that people of POK also have been deprived of right of vote, we have so called assembly which only represents our occupiers not our people and we never wish that kind for the region of Gilgit Baltistan. The new package is coming soon for the region which would be different from POK and it should be rejected by every freedom loving person. Our suggestion is joint parliament with POK and senate instead of Kashmir council with equal representatives from both side, but every thing should be approved by the people of that region. Muhammad Nasim Astori: He is from Gilgit region of Astor, president of Sonny Watttan Gilgit Baltistan and main organizer of the conference. Nasim Astori said that we belong to the region which has every thing, full with natural resources but our people have been deprived of all things, even basic necessities of life. He said that Govt of Pakistan still not restored basic Judiciary system, educational institutions, right of vote has not been given to us in this 21st century. We have been forced to live in dark ages. Nasim Astori said that dams will displace so many people and there has not been any preparation so far, it will create chaotic situation for the region, who are already deprived of every thing. He said that today we are announcing this campaign against our injustices, deprivations. We will take this case to every nation, every diplomat, every political organization, social, human rights organization, every intellectual and journalist and we will continue until we get our long due national, political, cultural, religion and human rights. Next conference will be organized soon to bring together intellectuals and journalists from different countries to high light the plight of our people. The following resolutions were concluded through consensus. 1- Karakorum highway should made safer from religious extremists and miscreants. 2- The idea of Independent Gilgit Baltistan state must be considered. 3- Murderers of Assad Zaidi deputy speaker of NALA must be arrested and brought to justice. His family must be compensated at least one crore Rupees. 4- Retired Judges from different areas of Pakistan must be removed from the jobs and local candidates must be given these jobs. 5- Regional assembly must be established with its full authority.

Jammu Kashmir National Awami Party UK (JKNAP UK) has been organised a successfull meeting at local resturanant in Birmingham.The agenda of important meeting of JK NAP UK is the re-organisation of the party in UK level, presided by the spokesperson of IC JKNAP,Advocate Nadeem Aslam.

Participants are unanimously dissolved the current body and membership of NAP UK and announced a adhoc convention committee for the new convention and the fresh membership of the party, the convention will be held on Sunday 4th October 2009 at Luton UK.

Prof.Sajjad Raja is a chairmain of the adhoc convention committee and Azad Raja ,Shaid Hashmi, Rashid Raja, Kh.Arif, Thair Mahmood are the members of the committee.

The party magzine will be produced at UK level on first of May 2009 for the education of the party cader.Sahaid Hashmi is a incharge of the auditorial board for the magzine.Nadeem Aslam is the incharge of finance committee.

POK Assembly replaced PM Attique Khan.

POK Assembly has replaced its parliamentary leader through no confidence motion last Tuesday. Sardar Attique Khan got only 15 votes after splitting his ruling Muslim conference and his opponent Sardar Yakub Khan got 31 votes out of 46 members Assembly. MC has 32 MLAs, PPP has 7 MLAs, Peoples Muslim league 4, MQM 2 and one is Independent. Sardar Attique has corruption charges, majority of his MC members turned against him because he was involved in corruption, mismanagement, nepotism, but some analysts think that corruption charges are true but not the only reason to remove him from power. His corruption charges are not new nor he is the only one who is involved to use this kind of position to get benefits. In POK area corruption is not prohibited at all nor it has been considered crime for these parasite class, as long as they are followers of their masters in Islamabad, most of their masters love to involve in corruption. Sardar Attique and his father Qayyum Khan have changed their stance on Kashmir long time ago but they exposed themselves during Musharraf time, when first time in 60 years of Pakistan,s history Govt has officially indicated that itt would be possibly for them to give up its past stand on Kashmir and out of box solution could be accepted. Sardar Qayyum and Sardar Attique quickly adopted the line and started advocating that it is possible to accept LOC as a line of commerce, Kashmir could be divided in to different regions, even it can be divided on communal basis. Sardar qayyum had gone to India to attend Kashmir conferences and even it is also known that Bhim singh organized conference in Delhi with help of Qayyum khan and POK Govt was also involved. Sardar Qayyum and Sardar Attique have been constantly making statements against APHC agenda and they do not consider Hurriyat represents entire state of Jammu kashmir. It is very true that some of MC leaders from POK also surprised when both father and Son had changed their stance on traditional MC line to Musharraf,s 4 point formula. They did try to sell it in POK but some how failed to deliver it in to their own party, only few individuals from POK who already having contacts with Indian intelligence supported this idea but not publicly. Sardar Qayyum and Sardar Attique started supporting composite dialog between India and Pakistan and peaceful resolution on Kashmir dispute. Musharraf formula was supported by one small section of Military and civilian establishment and opposed by ISI and pro Jihadi faction of Pakistani military officers and they still do. In fact Sardar Attique was choice of Gen Musharraf but disliked by ISI because of their changed stance on Kashmir. ISI did not like Musharraf formula at all because of its long involvement in Kashmiri Jihadi struggle and strong control on Kashmiri Jihadi groups in valley. ISI knew it very well that weakening these Jihadi groups means that strengthening directly pro independence and pro Indian forces. Sardar Qayyum and Farooq Abdullah group also made some level of understanding and it was the main reason which led no trust motion against Sardar Attique. It is not any way good step forward for POK people to get removed their PM by those forces which are not ready to restore our basic democratic rights in POK and POGB. POK people elect their Govt and person elected from Gujarat has contributed to replaced our PM, it is completely unacceptable involvement and unfortunately, it has been chosen by our own so called POK leaders. These leaders have been supporting ISI involvement in POK politics and today they are the victim of this kind of self promoted politics of Pakistani intelligence agencies. Removal of POK PM is a democratic process no body is opposing it any way but it is a work of unseen forces and unwanted elements in POK. Regards. Javed Inayat.
