An Enslavement Deed Karachi Pact 28th April 1949

We the undersigned member parties of the Jammu Kashmir National Independence Alliance (JKNIA) based in United Kingdom would like to remind you on this 28th day of April 2010 that 61 years ago on this day your government imposed a so called agreement on the Kashmiri state subjects in Gilgit Baltistan regions of the State. We believe that this forced and one sided document which people of the state describe as the ‘enslavement deed’, deprived the people of the Kashmir state under Pakistani occupation of several basic political, economic, judicial, constitutional and cultural rights protection of which was the responsibility of Pakistani government under the United Nations resolutions on Kashmir.
For 61 years people of Gilgit Baltistan and ‘Azad’ Kashmir constantly protested against the Karachi Pact 28th April 1949 and demanded for this authoritarian and colonial like agreement to be abolished and replaced with an equal, fair, democratic and empowering governance system.
To support the people of Gilgit Baltistan in general and Gilgit Baltsitan Democratic Alliance (GBDA) in particular several top leaders of All Parties National Alliance (APNA), Jammu Kashmir National Awami Party (JKNAP) and Jammu Kashmir National Liberation Front (JKNLF) went to Gilgit Baltistan but have been arrested. We strongly condemn this action of the authorities and demand their immediate release and any action in future to suppress the peaceful and democratic activities by the people for their rights to be refrained.
In this context the members we fully endorse and support the following demands made by the people of Gilgit Baltistan:

1.Fully democratise the existing set up in Gilgit Baltistan by transferring legislative, judicial and economic powers to the local bodies;

2.Abolish the Kashmir Ministry and Kashmir Council;


3.Lift any restrictions on the independence politics in Pakistani Occupied ‘Azad’ Kashmir and Gilgit Baltistan;

4.Restore and respect the state subject rule in all government appointments and dealings regarding the sale and ownership of any property or the resources within the jurisdiction of State Subject legislation;


5.Withdraw all the armed forces from all parts of the princely state;

6.Accept and respect the right of All Kashmir State Subjects to free movement and trade in all parts of the state including Gilgit Baltistan ;

We would like to ask your good offices to convey our feelings and demands to your government in Islamabad hoping that the government of Pakistan there will take all necessary actions in its powers to give rights to the peoples of Kashmir under her occupation and refrain from Rights violations in these areas of the Kashmir State.
